A boot is used when you rip a hole in the tire sidewall. not just a puncture, a good rip. The classic is you take a dollar and fold it up and cover the hole. I have a few pieces of cut to fit rubber... It prevents the tube from "herniating" through the hole and allows you to get home without making the call of shame.

Personally I run tubeless which affords me an extra level of resiliency...nevertheless in a worst case scenario I'd be installing both a boot and tube.
