Back when I started, I had no better going-in idea than KOPS, so KOPS it was. Over time I have moved forward and backward a little bit here and there. Guess where I am now? Yep, KOPS. The important thing is that however you arrive at your saddle position, it should be independent of reach and only about pedaling comfort, power, efficiency, stuff like that. When you are happy with the saddle position relative to those things, then you can determine the optimum stem to get the reach you need. I am assuming of course we are talking about an existing bike with whatever inherent frame reach being a fixed parameter. If you are going to buy a new bike, then you have more things to choose than just stem length to get an optimum reach. But saddle position is not one of them.
