Still BG is right and your best bet might be a touring bike with cantis if you want a lugged frame, 700 x 32 c tires, and fenders.

If you weren't dead set on a lugged frame, the VO pass hunter and all city space horse, soma cross, and surly cross would all fit the bill.

I really like my soma cross as it takes 32c tires with room for fenders and has plenty of braze ons.
