The front brake is not "dangerous" provided the rider has any clue how to operate a bicycle handbrake. Its the more efficient of the two that you have available. On my fixed gear I moved the front brake over to the right since that's my more powerful/controlled hand and it leaves me free to signal with my left hand in the traditional manner while braking.
