What I did mean to imply is... in a competition of the greatest like-athletes in the world... any restrictions put on a cyclist efforts to win may sufficiently lower his/her chances. Likely... to the point of guaranteed failure.

If a sport is allowed to become corrupt... it is the athletes that are corrupted. It is the athletes that suffer and pay the price for the corruption.
