For dropout alignment I use two LONG 3/8" bolts locked in with nuts on all sides as pictured below. Tweak until the bolts are aligned. You can read about the technique here, Bicycle Frame/Hub Spacing and you can also read about using the string technique to align the rear triangle with the front triangle. There are pictures there as well for the frame tweaking.

Everbody sells track nuts, (with floating washer) not hard to find. Just google "Problem Solvers Track nuts"

You can buy axle spacers direct from Wheels Manufacturing, but your LBS should be able to get them for you with ease.
