Ah, Never had any experience with plasti-dip and I didn't realize it was a spray product. It was misleading how you said you "dipped" your wheels, although I see now you also mentioned spray once.
But if plasti-dip can peel off after a tire change it sounds like it comes off pretty easily. I painted a rim using the method I explained and it lasted a a long time, was able to change tires without the paint chipping. I painted the rim to match the other and no one could tell that it wasn't a set (same brand, just different colors).
