As I mentioned above, Plasti-Dip. If you have black spokes, no need to tape anything off or sand anything. No need to remove the tires either. Spray everything, and then peel the dip off the tires, and you are done. If you do several light coats, you will get a nice matte finish like I posted above that is not permanent. Ah, Never had any experience with plasti-dip and I didn't realize it was a spray product. It was misleading how you said you "dipped" your wheels, although I see now you also mentioned spray once.
But if plasti-dip can peel off after a tire change it sounds like it comes off pretty easily. I painted a rim using the method I explained and it lasted a a long time, was able to change tires without the paint chipping. I painted the rim to match the other and no one could tell that it wasn't a set (same brand, just different colors).
