the only problem was 'chipping' where the thick enamel coat—clear coat seem to make it even more fossilized—didn't adhere to the primer. maybe color coat should have been baked? i dunno.

not exactly the candy effect, a bit of metallic touch. it's called 'Dormant' color in PC world, i believe.
costed me 120 bucks—90 standard + 30 additional for dormant color—at a local north jersey powder coat shop.

Those bridge panto details came out exceptional, especially for the Dormant powder. Those colors appear gray with a slight color tint after the first (color) coat, but the subsequent clear powder coat makes the "dormant" colors pop to life. The resulting application can end up on the thick side, as compared to single-stage powder colors.
I'm starting to think that spraying Dupli-Color over Rustoleum primer is asking for adhesion problems.
