The only reason Scrod can say that now is because he spent all of 09-10 figuring out how to make his bikes look good, so now he's above everyone that is just getting in the game. He knows full well he'd spend $1000 on a build to make it matchy and classy instead of $900 for the exact same parts but in neon colors.
OP, take off the tire, tape the spokes, turn your bike upside down, spin the wheel and hold the trigger on the spray can down. 20-30 seconds should give a nice even coat. Keep spinning it for a minute after you're done spraying to avoid runs. Done.
