Too veer off course a little...

A couple years ago, the one LBS I asked about ordering a Surly said that they were required to meet a certain yearly minimum of Surlys ordered if they placed an order for mine. At that point in the year, they had not ordered any and weren't planning on it. If I remember correctly, the minimum was 10. They carried other brands that I know definitely require minimum yearly orders and offer reduced dealer pricing once they hit certain numbers of bikes sold. I can see why they're less likely to push another brand of bikes.

So yes, any LBS w/ a QBP account can order a Surly, but if this minimum requirement does exist I can see the downside. Who knows, being that it's QBP, maybe they can combine Salsa, etc. for this minimum, but this shop wasn't going to budge. Also, in addition to the Surly I bought, they also didn't budge for the Salsa Vaya ti that my wife and I ended up buying online.
