I know lots of raw titanium came from (and comes from) Russia, but Sandvik is an old Swedish firm founded in 1862 in Sandviken, Sweden. The company made the stainless steel tubing used in the Crescent Mark XX stainless frame bikes in the early 1970s, and has an excellent reputation for quality materials.

Are you sure the Sandvik tubing was made in Russia?
