Since aluminum touring bikes seem to be harder to find, and much more so in 26", I was hoping this could serve as a future search tool to help people looking for those options. Please post any aluminum framed bikes with low-rider mounts, including MTB frames. Surely there are some 90s MTBs in aluminum with front rack mounts?

The only frames I really know of that meet these needs are from the Koga-Miyata line.
