I was about to recommend you almost the same - a Topeak Beamrack + Trunk Bag but you might have found a (much) cheaper alternative.
This is what I finally settled on. They have a trunk bag with drop-down side panniers for more space, though I don't need it. I had to buy the cover for waterproofing though.
