It's closer to Medford than Tijuana => Oakland is in any technical definition of Northern California. I know different people have different cutoff points, but nobody calls the Bay Area "Central CA."
People call lions the king of the jungle, doesn't mean that's where they live. 50 miles or so north of the geographic center of the state seems pretty central to me.
