Might this frame break? Of course, as might a perfectly good looking frame with a bad braze joint hidden under thee paint. As you say there are no absolutes, but there are likelihoods.
Based on what? You know nothing about the frame in question. At least my (ridiculous) guess will not injure anyone. Will yours?
