Make sure all the segments of cable housing are properly seated in their stops on the frame.

Having a cable housing segment not mounted in the stop can also make you think the cable is loose, and tightening the cable without the housing properly seated will not get it to work properly, but will make it impossible to properly seat the housing without re-loosening the cable.
