No, a high HR from an inability to get rid of heat will cause lower caloric expenditure and a lesser workout. 1 or 2 24" box fans are necessary for a decent indoor workout. The fans should be strong enough that you need to wear cycling glasses.

OP: It's similar for almost everyone. It comes from a lower level of arousal. Your heart rate is determined by the release of hormones. When you are outdoors, your body releases more or other hormones which have an effect on your heart rate. Your power is probably similar indoors and out at the same RPE. This effect seems to be a lot worse for some people than for others. I don't know why.
