Too stout. Those are usually very thin gauge, this was a serious piece of hardware, it's pretty similar to crash bars I had on my R1200GS. Also, since
the road is gated off and closed to vehicle traffic, it's not a place where an RV would be. But a cop motorcycle could have gotten there easily, they ride those down the ARBT when they need to and it connects to that at the other end.
After looking at some photos I'm pretty sure it's the crash bar that goes under the seat, in front of the pannier.
