I also dislike calling these "Falcon built Eddy Merckx" bikes and consider it somewhat deceptive. It's a falcon with some different stickers on it. It's not a falcon built merckx in the sense of merckx bikes, which it pre-dates by several years.
But that's what it is. Falcon was one of the earliest companies to license use of Merckx' name on their frames.
