I don't disagree, but I see it as a symptom of a bigger issue that you don't seem to acknowledge because you have "cycling advocate" tunnel vision.
IMO, as a society we're getting to comfortable with making up our own rules as we see fit, and making excuses rather than taking responsibility.

I'm ashamed to admit, I got mirrored a few years ago while making a delivery in Seattle, and didn't report it even though I got their license number, I could make excuses why it would have been a waste of time as I wasn't injured, and my time wasn't worth the likely outcome, but still I feel now that I should have made the effort then.
