Jim, yes, 1" is the standard size that would fit most American, Japanese, English (etc) frames with threaded steerers. The split washer is the crown race. The bearings are a sealed cartridge and don't actually "roll" on the race, so the split washer makes it easier to install and remove it.
...And if you don't take it, I'd like to be 2nd in line. =)
