Got a Bike Co Op ? some hands on help will be better ..

Will my 9-speed Dura Ace RD handle a 28t cassette?
probably, but the chain wrap needs be little ,, since the cage is short

just dropping the road racing crank for something like Velo Orange's 46t-30t combination and a wider range casette and a MTB like RD will make it more JRA
IDK if the slack will be too much for the shortie RD

3) dont expect that. probably have to get the BB recs from the Seller

rather than whole crank,
You could just put a 46t chainring on , the 54 is apparently overdoing it then the RD wrap needs, get easier

Chain has to be long enough to go around the 2 biggest rings F&R and thru the RD and shift into it with out breaking things

Short piece of bent wire in a C like shape lets you hold the chain in a loop without cutting it yet . to test the length,. first.
