I have a BH Motion Neo Volt which is a 20" wheel folder and very comfortable but the frame is as stiff as a wet noodle. Not good for descending hills. I had a quick look at the specs of the BH Easy Motion neo racer and on Paper I agree that it wouldn't be comfortable with its 74 degree seat tube angle (this the the older model that's white). They just brought out a newer model which is black and has a 73 degree seat tube angle which is better.

Anyway, while I was perusing the BH website I saw this model, Easy Motion - Bosch Cross which has a Bosch centre drive in it. This would be better for lots of climbing and the bike would be more comfortable to ride. Its a little above your budget though at $4000 list.
