If you want to get technical, disc brakes are the past. Putting them on bicycles is a relatively new thing, though.

With disc brakes on a mid-range bike you're paying a lot for the brakes and sacrificing quality in other areas. In my opinion, it's not a good idea to try and go for the cheapest bike you can find with disc brakes espically if you arn't going to be making real use of their potential. That money could be going into the drivetrain or the frame instead of getting sucked up by the brakes. The Specialized Sirrus Elite Disc would be a good example of a balanced hybrid bike with quality brakes, frame, and drivetrain.
