I'm not shocked by the asking price-- I've seen higher asked for lugged steel old school track frames, even mid-range ones like this one. It's a nice middling size, so you have that. But I think the market on these has cooled somewhat-- I haven't had an unsolicited email offer on my Serotta trackie in well over a year; at one point I was getting 2-3 a year. I think half that if it is in good shape (edit: around 250).
My understanding of the Greenville control issues is it had less to do with frames and more to do with the parts, in particular the wheels. I found a run of Tempos and the like about ten years back, and the rear wheels were a mess of loose spokes on every single one.
"No hands" is a great read; found it a few years back at a thrift for a buck.
