I'd remove the levers leaving just the clamps in place, wrap the bars then reinstall the levers. That's how I've done it on vintage road bikes that had levers mounted similar to these.
I use Tektro road levers and wrap this way. Tektro lever bodies almost touch the handlebar, making traditional taping very difficult if not impossible.
