It's not a repaint. There are a lot of chips in the paint. The biggest is visible in the picture, a scratch from the brake arm on the down tube.
Also the "Cannondale" is mostly rubbed off from the right side of the top tube.
I got this back out last summer when I started riding with faster riders. It makes a big difference on the hills having a stiffer frame!

That all black version is striking!
