Bikes: '96 Litespeed Catalyst, '05 Litespeed Firenze, '06 Litespeed Tuscany, '20 Surly Midnight Special, All are 3x10. It is hilly around here!

Those look about like many mechanics set up brake pads intentionally to provide some toe-in to prevent squealing. I expect when you pull the levers the flexing of the caliper arms will flatten the pads against the rim and provide full contact. Try them that way first and I think you will find they work just fine.
