Vitus 979 rear wheel spacing problem

I am here because can't center the wheel in the frame, i don't understand why is the tire rubbing the frame since the axle is at the bottom of the dropouts, is this the normal spacing for these frames? or someone tried to coldset it? i already tried with my main bike rear's wheel (700x25) and the tire is rubbing in everypart of it.. it doesnt make it in anyway, are these frames meant to be ridden in 700x23?
i doesn't look bended at all to me, i don't see crash signs.. but the brake bridge is a little loose, it does a clunky sound if i squeeze the seatstays. The frame has a very oxidizied aluminum but nothing some sandpaper and mothers mag can't fix
