The UCI is not the boogeyman here. The racers and teams themselves do not want disks. Disk bike setups are heavy, are a pain during wheel changes, and involve a mess of wheel compatibility issues. Plus they are unnecessary. It is the manufacturers who are putting on the heat on so as to create more sales churn.
Boggy man??? What are you talking about The UCI controls everything within professional racing. I have read that they want to make sure all concerns have been address and solutions found before allowing the technology to be used in the sport.
