Yes, the 22.2mm measurement is the diameter of the bar at the ends where the grips or bar tape will go. The majority of handlebars are either 22.2mm or 23.8mm (nominally 24mm) at the ends. Also, most bars transition to this smaller diameter just past the stem gripping area.
