Without a doubt. In the peak early to mid 1990s I am sure that others were butting on braze-ons, mitering tubes, and filing lugs. He was probably just flowing the brass on the main frames. This is not uncommon in many shops, it makes more sense to have one person specialized at a specific task to ensure top quality and reduce time. They also offered "b" frames that visibly had far less finishing work and lug filing. Nothing wrong with that. I would guess my 1981 pista was done mostly by Giuseppe himself. I like all the variation in bikes prior to about 1985. By 1987 you can really see that they had a production system in place and the bikes became more consistently similar though no less well made.
Yeah - I'm really drawn to many of the older examples I've seen over the years. Your '81 pista ranks among my favourites, and it would be very cool to ride a Marinoni built in the 1970s or early 1980s. I love my 1990 Special: very well-built, good attention to detail, and a really solid ride. But it is, in its well-rendered details, not unlike many others out there. But not everybody's has a black/purple/white fade!
