Recommend that you drop the goal for encouraging "everybody to take part in races".
Any emphasis on bicycle racing/or competitiveness aimed at non bicycling enthusiasts, and even some bicycling enthusiasts who are not of the bike club profile will only discourage many of them from considering bicycling as an everyday
normal activity that does not require exceptional athletic ability, specialized bicycling equipment and clothes.
