De-gritting the right Ultegra shifter, but no luck.

I've had this Trek USPS 5500 with original components since either 1998 or 1999 I believe, and both the shifters have gotten so clogged up with grit that they won't shift anymore. Flooding them with WD-40 worked great for the left-shifter, and right-shifter can downshift pretty well, but not upshift worth a damn. I also noticed these two little washers apparently fell out of the right-shifter while dousing it with WD-40. Is something mechanically wrong with my right-shifter, and has anyone experienced little washers falling out of Ultegra shifters before? Picture below...
