Kinda-sorta.
Turning the barrel adjuster out is like putting a little bit of a pre-squeeze on the lever, so it'll move the pads through the same arc of travel as when you squeeze the lever.
And wear will change alignment in one way - it'll make the pads reach the brake track closer to the hub. But there are other angles of movement that wear and barrel adjustment won't change.
