Pls Help, rear wheel won't go in drop out

So I bought a schwinn pdg series roadie that needed work.
When upon changing the tires I noticed the wheels weren't flush in the drop out , nor even half ways in the drop out.

This can't be safe, does anybody have ideas what I can do too get the wheel to where it needs too be ?

Any help would be much appreciated , thank you
