So far the FogEvader wins below 5°F. Above 15°F (until around 32°F), and 3 hole ski mask.

Breathing technique is important on that last one (if I hold my mouth wrong I can fog, I have to create a "seal" with my top lip). I use safety glasses to shield the wind too.
