Assuming the tubes are presta valves yes you can use a 26er tube in a 27.5 or 29er wheel without any issues. I've ran 26ers many times in my 29er in the past. You can't run a schrader valve tube in a presta rim of coarse. I don't know about 24s. I would think wadding the tube up inside the tire would create a weak spot.
