Every Walmart BSO comes with reflectors. A lot of people remove them. Actively decreasing visibility indicates something. I'm not sure what, but to my mind, it's a lot worse than simply being too cheap or lazy to add visibility enhancements.

(That said, I do remove wheel reflectors because I've seen what happens when one breaks, but I replace them with Scotchlite on the rims and/or reflective sidewall tires.)
