My main concern is that people would be unnecessarily arrested for possessing a bike with a serial number that doesn't correspond with their name ... as we know we have to report arrests to employers in some cases ... and ticking "yes, I've been arrested before" can be a drag to say the least.

Looks like it's not a big issue. Good thing.
