It might be a Moto, possibly something like a Grand Touring which would have come with Huret dropouts, but the '84 USA model (made with Vitus 888 tubing) did not have internal brake cable routing. Perhaps yours is a different year or the spec was slightly different for European models.
Or, maybe not a Moto after all, but it's certainly French.
