^those are in the "correct sequence" just upside down. Which might make them "incorrect" and so not in violation, but I guess legit use is something not enforced (except by shaming).
The Bertin shown above has legitimate claim to use the stripes, and theirs have thin "chrome" separations between the colors, plus they are both rightside up as well as upside down (as is the Lejuene, also legit, and with thin black separations)...

Back to the OP: never heard of Peroni nor seen another example of one, but there could still be a legit (if distant) connection to an actual WC frame being the product of whatever shop or builder actually made this frame (might be somebody Peroni but might be contract-built for him/them by someone who made WC frames under other names). This sort of thing has cropped up before: stretching the definition in order to cover the use.
