Waterslide decals are typically soaked in lukewarm (not hot) water for a minute; then slid off their backing paper onto the frame. To my knowledge, waterslide decals are not printed on, or marketed as "vinyl" stickers.

Vinyl decals are typically just peel and stick; plastic printed stickers mounted on a white backing paper. No water needed. If you get them wet, you will ruin them.

Either can be printed on clear stock, but they are two completely different animals. Check with your supplier to see which kind you have.
