It's best to do both at the same time. Better forks will typically have a thru-axle instead of the QR, which means new wheels. Some wheels can be setup for either thru-axle or QR, so you could do wheels first, just make sure the new wheels can be converted.

Suntour offers a fork upgrade program, where you can get a air fork (Raidon, I think) for about $200. Get that and convert your existing wheels to tubeless, and you'll have a solid setup for about $250 in parts.
