The bolded part does not compute. Unless you've got an older Tarmac, the head tubes will be longer on the Allez - on a 58cm frame, the Allez's head tube is 15mm taller. Since Tarmacs come from the factory with 25mm of spacers, going 20mm lower on the Allez might put you into the head tube itself.
