I think you're seeing stuff that isn't there.
It is a simple mirror image flipping, but why the seller did it is beyond me.
The head tube image is rotated 90°, so perhaps the seller was having troubles with the image software.

It looks like a nice old frame, and may well be worth $100 if cleaned up.
