What happened to the original fork? I've never seen a Trek of that vintage with a chrome fork and that looks like an inexpensive replacement. I'm assuming you checked the down tube and top tube for wrinkles.
It's a Tange TR replacement fork, yes. I haven't been able to find out anything about TR's quality. I'm still thinking about an upgrade, though. Would a wound up look weird?
Luckily, the only issue with the frame is how dirty it is from a ride early today
