Not sure if that RD is a Huret Duopar (and not Challenger) but if it is, it's not crummy and IIRC, old have Ti parts on it, plus I'm not sure that's a hanger either as it would be hard to fit one with the Simplex forged dropout hanger in the way, unless some sort of offset hanger adapter was bodied in there....
But I do find it weird that the bike has a Huret Derailleur, as you'd expect a Simplex on a Peugeot of this vintage.
