You can probably remove the split washer and replace it with a thin plain washer with no consequences. If you find the bolt tends to loosen, it means it wants to be tighter so it's under more tension. Or you could use some rubber cement, or similar soft material on the dry bolt threads. Let it cure completely before assembling and it'll act like a Ny-lock to prevent parts from loosening.
As for the wrench,
Campagnolo seatpost wrenches, were SOP back when that post reigned supreme. Life was tougher because it had 2 bolts to work. Many of us who had to work on other people's bikes made our own speed ratchet versions by putting a Z-bend into a two 10mm ratcheting box wrenches. We needed two, one to tighten and one to loosen because the wrench couldn't be inverted.
If yours has a 10mm bolt, I have a bunch of new Campy seatpost wrenches, PM me if interested.
i will try it without the washer first, and see if it loosens over time or not.
as for the wrench, the bolt is 1/2 inch, so 13mm, i dont think your wrench will fit.
included some pictures to make it more clear, the black thing sticking out between the rails is part of the bottle cage attachment, and the end of it goes right on top of the bolt. the only way to stick a wrench in there is between the side of the saddle and the rail, so now i get about 1/8th of a turn, such a PITA
