Clicking/creaking sound from stem area

I am using a Giant TCR Al frame with a carbon fork. Semi integrated ahead set sealed brgs. Brgs were replaced a year ago.

The creaking started all of a sudden riding on a slightly rough road. It seemed to have subsided before I ended the ride.
On my next ride while going uphill It started again. It gets worst when off the saddle and applying more pressure to the handlebar.
It is not associated with crank or front wheel revs. Handlebar moves freely from side-to-side when leaning the bike, and stem has no play.

Any recommendations are appreciated.
